这本书详细的回顾了「在当时的历史背景下，在当时的问题和条件下」，中国政府中的不同岗位和位置的不同的人是如何进行决策和尝试的。历史对于后人的价值往往就隐藏于这些连续的细节之中。

另外，本书出版于2014年。十年过去了，文中的内容的收集和作者观点的总结本身也带有当时的时代的烙印。希望2023年的伙伴们，可以常读常新，从书中看到新的发现和乐趣。
